Cell Phone Law

Before I start this article I want to explain I have a number of articles to type that I've set aside hoping I might be able to have them printed but my experiences over the past few weeks indicate I am spitting against a hurricane.
How many people like myself have seen people chatting on the phone while driving, looking down at their laps,reading messages on the phones and blackberries?Too many to count I am willing to bet.
Ontario's Distracted Driving law is not worth the paper it was written on as it has made no difference with drivers what so ever.
The law has no teeth
The law has not enough people to enforce the law which was never considered before passing. It is like a lot of bylaws that should never go through if there are not enough bodies to enforce them. There are no demerit points so your license has no risk. The offender does not have to worry about having the phone confiscated because the police do not confiscate the phones. A fine is no deterrent as it means nothing other than a few bucks out of one's pocket. When there is a law like this why is it not like driving without a seat belt or like the law against radar detection when caught the detector is automatically taken away from the driver by the police..
This is a dumb law with a lot of loop holes.
The law should have been made to mean something.
Take the phones , hand out demerit points, and increase the amount of fines
